MILWAUKEE (AP) – All tests on an envelope that prompted quarantines and precautionary hospital visits in Beloit are done.  Beloit Police Capt. Vince Sciame (shah-MAY) says the Civil Support Team of the National Guard considered doing more tests Thursday at the state crime lab but are confident that the envelope was not harmful after on-site testing Wednesday.  Fire Chief Brad Liggett  says no substance was found when officials tested the envelope, its contents and the work area at the Beloit Area Community Health Center.  The police department has ended its investigation. Police say the substance is considered unknown and the symptoms felt by three employees are unexplainable.
