An Oxford man has been cited for retail theft. Police said last month 37-year old Dean Hartman bought a CB radio at the Highway 82 East Kwik Trip in Mauston for $116. Several hours later he returned the box with a cheaper model gaining almost $74 in retail theft from the gas station. Hartman intentionally altered the valueof the CB and then returned it. He was given the chance of paying the difference or returning the more expensive item, which he has not done. Hartman was cited and fined $303.
