A Necedah licensed foster care provider has been charged with negligent abuse of a patient causing death.  According to the criminal complaint, in June 2011 an autistic man with other congenital defects lived at a group home in the Town of Necedah operated by 58-year old Judy Suhr.  The patient had apparently fallen and a staff person found the man outside lying on the ground.  The man was bleeding from a head wound and had a missing tooth.  The man was brought inside the home, cleaned up, and placed in bed.  His missing tooth was later found inside the house in the living room.  The following day, the man was found in the fetal position in the bathroom.  He was taken by ambulance to Mile Bluff Medical Center in Mauston where he died.  An autopsy conducted in Madison determined the man had died from complications from a subdural hemorrhage.  The doctor who performed the autopsy concluded the fatal head injury could have been sustained within 24-hours prior to death and if the man had been taken to the ER after the fall, the injury could have been located and treated.  Suhr is summoned to appear in court on February 20th, 2013.
